David Flanagan has worked in academia for the last 13 years, supporting emergency management/risk assessment research activities. In 2017, David transitioned from active research to the university's Facility Security Officer, where he established the ODU's classified research program. As ODU research activities continued to expand, he took on a broader compliance role in the areas of research security and CUI. Collaborating with campus partners to build comprehensive compliance programs. As part of those programs, he developed processes to evaluate and mitigate risks related to international collaborations, hires, and travel.
