José Rafael Espaillat (Ph.D.) is an agronomist, academic, and diplomat with 45 years of experience in academic management and administration, specializing in diplomatic training and agricultural research. He has extensive training in university management, including a diploma in university management and leadership from the Inter-American University Association (UIA), and possesses broad knowledge of academic processes and traditional, modern, and sustainable subsistence farming systems in the tropics. His work experience includes: Ambassador-Rector of the Institute of Higher Education in Diplomatic and Consular Training of the Ministry of Foreign Affairs of the Dominican Republic; Vice-Rector of Management and Internationalization at the Pedro Henríquez Ureña National University (UNPHU); Head of the Cooperation and Exchange Unit at the Dominican Institute of Agricultural and Forestry Research (IDIAF); and Director of academic programs in agricultural engineering and a Master's degree in Agricultural Diversification with the European Union, under the LOME IV protocol. Director of the National Maize Program in the Dominican Republic; International Consultant in Crop Production for Export and Researcher in Efficient Techniques for Tropical Crop Production and Agricultural Systems.
